OMB recognizes the significant contribution made by CFOI to the improvement of occupational data on fatalities in the workplace. In order to contribute to the continuation of this valuable national data source we believe that pending a fresh review of agency data sharing arrangements, BLS should not share CFOI data that are not presently in its public use file with any other federal agency. Specifically, this means that BLS should not provide the National Institute for Occupational Safety and Health (NIOSH) the data stipulated in the agreement signed by BLS and NIOSH in March 1995. We believe that the sharing of CFOI data with NIOSH should be re-examined from the broad perspective of possible new confidentiality legislation and the agency discussions leading to the drafting of legislative proposals. To permit continuation of the program in the short term while long-term confidentiality concerns are being resolved, this collection is approved through April 1999, subject to the following conditions: 1) BLS will change by June 1996, the confidentiality pledge printed on the form to include NIOSH, (the State agency) participating in the program, and any other change needed to provide an accurate and complete statement, 2) BLS will submit a draft of the proposed confidentiality statement discussed in item one to the OMB Desk Officer for review prior to its use. OMB will attempt to complete its review of the draft within 5 working days of submission of the revised statement.

Abstract:
Using reports collected from various Federal and State agencies, the BLS census provides policymakers and the public with extensive measures of fatal work injuries. Data are used for developing prevention strategies and include the demographic characteristics of the deceased, as well as information on how the fatal incident occurred.
