Terms of Clearance:
The FCC should consider combining this collection with 3060-0666 as well as 3060-0478. There are some fundamental questions that the FCC must answer with this proposed rule and collection. First, how will consumers be informed what the benchmark is? Would the consumer be better served by requiring the OSP to inform the caller of the cost of the call, regardless of any benchmark? The FCC should also calculate and include, as a cost burden, the cost of installing the systems that will inform the consumer of the cost of call (or if the cost exceeds the benchmark.) It should not be assumed by the FCC that members of the public will know what a benchmark cost is. Their knowledge will, in general, be limited to the cost of services provided by their interlata carrier of choice. Finally, 3060-0666 now requires both the caller and receiver of direct billing calls to be informed of costs. One member of the public commented that the process for billing calls using a calling card should be made simpler. These comments were forwarded to the FCC for review. This collection is approved for 18 months pending resolution of these and other issues covered in the rulemaking.

The Commission proposes this information to further the goal of 47 U.S.C. 226(1) to protect consumers from unfair and deceptive practices relating to their use of operator services for interstate calls and (2) to ensure that consumers have opportunity to make informed choices in making such calls.
