Terms of Clearance: This collection is part of a series that implements provisions of the Telecommunications Act of 1996 aimed at improving the level of competition in pay telephone services. The FCC is encouraged to weigh the reporting and notification burden when developing these rules. Additionally, the FCC is encouraged to consider shortening the period of disclosure discussed in paragraph 64 of FCC NPRM 96-254 from a minimum of six months so as not to unfairly burden BOCs by delaying technical modification to their system.
