Abstract:
Each waterfront facility that intends to transfer oil or hazardous materials in bulk to or from vessels must notify the Coast Guard Captain of the Port by submitting a letter of intent to operate. This letter identifies the owner and operator of the facility for enforcement and contact purposes. Respondents are the owners and operators of facilities covered by these regulations.
