Terms of Clearance: Emergency clearance for three months is granted to allow EPA to begin processing Drinking Water State Revolving Loan Fund applica tions prior to approval of Final ICR, which should be submitted before 3/31/97 to allow time for full OMB review, along with any comments received relative to the ICR or the Interim Guidance. In the final ICR submission, EPA should address the appropriate ness of the burden estimates for preparing and reviewing grant applications by community water systems and for conducting annual audits. It should also disucss the small entity impacts of the ICR.
