Terms of Clearance:
The FCC has permission to not print the expiration date if they add a date of issuance. The FCC should ensure that it has addressed any security issues related to electronic submission of survey responses. Additionally, the instrument and instructions need to be proofread (for example, instuctions on page ten should refer to completing module J vice I. Finally, when following up with nonrespondents, the FCC should contact all recipients of the survey, not just a sufficient number to reach the desired response level. This will ensure that the randomness of sampling selection is maintained. OMB also notes that in the justification statement item 7, the FCC is requiring respondents to submit their surveys within 30 days of mailing.

Abstract:
Section 623(k) of the Cable Television Consumer Protection and Competition Act of 1992 ("1992 Cable Act") requires the Commission to publish an annual statistical report on average rates for basic cable service, cable programming service, and equipment. The report must compare the prices charged by cable systems subject to effective competition and those not subject to effective competition. The 1997 Price Survey is intended to collect data needed to prepare this report.
