Terms of Clearance:
The FCC has adopted strict procedures to eliminate confusion that has resulted from certain aspects of its regulation of open video systems (OVs). OMB strongly encourages the FCC to ensure that all parties affected by these rule changes (and accompanying information collection requirements) are fully informed of the new procedures. Noncompliance because of ingnorance should be avoided by ensuring that FCC notices and other mechanisms are used to inform parties of the labeling and filing requirements.

Abstract:
Section 302 of the Telecommunications Act of 1996 provides for specific entry options for entitites wishing to enter the video programming marketplace; one option being to provide cable service over an "Open Video System" ("OVS"). On April 15, 1997, the Commission released a Fourth Report and Order, FCC-97-130, which clarified various OVS rules and modified certain OVS filing procedures.
