Terms of Clearance: Because the utility of information collected by COMP 2000 is of vital importance to policies and programs across the government, the statistical validity is critical. Accordingly, approval is based on the expectation that BLS will implement procedures to raise the anticipated response rate to at least 80%. In addition, this approval is contingent upon BLS continuing discussions with Census and HHS regarding cost, sample frame and design, and data sharing/availability features of the separate COMP 2000 and MEPS-IC projects versus a more integrated and coordinated effort. These discussions must also include consideration of respondent burden and bias, the alternative modes of survey implementation, and the unique skills and attributes of interested research entities. No later than 8/97, the workgroup must submit to OMB the final workplan. The interagency workplan should address how the resolution of these issues would affect the COMP 2000 effort. BLS should also add on page 24 (of the Wage & Benefit Collection Handbook - Private) "Simple" to the list of DC pension plans.

Abstract: This collection is the implementation of the new COMP2000 program. COMP2000, when fully implemented, will integrate three separate BLS compensation programs--the Occupational Compensation Survey Program (OCSP), the Employment Cost Index (ECI), and the Employee Benefits Survey (EBS). Data are collected from both the private non-farm economy and State and local governments. Data produced from this survey are critical in determining pay increases for federal workers; in determining monetary policy, and for use by compensation administrators and researchers in the private sector.
