Terms of Clearance:
The FCC has further refined its new access rate regimes, adopting many of the so-called market-based approaches presented in the original NPRM. The FCC modified several of the collections originally proposed including certain requirements that price-cap local exchange carriers must meet regarding how they adjust their cap index. OMB continues to recommend that the FCC use as many existing reporting requirements as possible to meet the requirements of CC Docket 96-272. Additionally, OMB recommends that the Commission work to minimize the burden imposed on new local exchange carriers that will be entering the market and competing against the incumbent local exchange carriers.

Abstract:
As part of the changes to the access charge rate structure and rate levels brought about by this Order, we require each price cap LEC to conduct a cost study to determine the geographically-averaged portion of local switching costs attributable to certain components of the provision of access (line-side ports and dedicated trunk side cards and ports). In order to prove no substantial competition, price cap LECs must file a cost study by no later than 2/2/2001. The Order's provisions also require modifications to the existing tariff filings, including adding rate elements and flat charges.
