Approved for three years, except that within one year, the Coast Guard complete an evaluation of the existing program with an eye towards appropriate streamlining. In addition, the Coast Guard anticipates certain adjustments to the existing regulations in 33CFR, section 151.55 to bring U. S. requiremnts into conformance with Marpol resolution MEPC.65(37). In conjunction with efforts to also implement DOT's ongoing information streamlining program (ISP), the Department has been seeking to identify programs that might be streamlined through possible legislative amendment. We would anticipate that, at a minimum, there would be the completion of an initial evaluation ,followed by appropriate notice and comment, to permit the public to comment on (a.) revisions to conform to the Marpol annex and DOT/USCG's own evaluation of the existing program, which has been in place since 1994. In discussions with Coast Guard staff, OMB staff have requested more information about the benefits of the program as related to estimates of cost, including some additional analysis of costs in terms of current levels of compliance. We believe that attention should also be given in the evaluation to ost-effective ness. That is, is it possible or feasible to stimulate more effective public and private efforts at shoreline protection so that added protection would be more effective as a potential alternative to the current system of garbage recordkeeping? The anlysis of effectiveness could be targetted particularly on domestic segments currently required to keep garbage records which would not be otherwise subject to recently approved Marpol requirements. We appreciate the additional staff contribution on the part of the Coast Guard staff in responding to our requests for additional information on this matter.
