Terms of Clearance: The FCC shall ensure that an FCC notice is issued informing potential filers of the correct version of the FCC-303-S to use and describing how the FCC-398 can be used to meet some of the FCC filing requirements for children programming. The FCC should ensure that the PRA statement and OMB clearance information is attached to the supplement to eliminate any potential confusion. OMB is adding 1000 hours to include the burden associated with the requirement that broadcasters notify publishers of programming guides of the educational/informational nature of programming and the age groups. OMB also approves the third party notifications required by Section 73.673 (a), specifically the requirement to identify program content at the beginning of the program. The requirement of Section 73.3526 that a station maintain a point of contact for public comment is also covered. The FCC shall submit a Change Worksheet to document the burden associated with these requirements.

Abstract: FCC-303-S is used in applying for renewal of license for an AM, FM, TV, FM/TV translator, and LPTV broadcast stations. The data is used by FCC staff to assure that necessary forms connected with renewal have been filed and that licensee continues to meet basic statutory requirements to remain a licensee. The local public notice informs the public that the station has filed for license renewal.
