Terms of Clearance:
Approved as amended by NSF's memos to OMB of 12/3/97 and 12/8/97. In addition, NSF agrees to the following conditions: 1) NSF will include in the cover letter that accompanies the survey instructions on the use of the facsimile that contains all correc ted data supplied from the previous biennial survey; 2) NSF will submit this cover letter to OMB within 1 month of the date on this approval; 3) NSF will design and submit for OMB approval a follow-up survey to be completed by August, 1998. The follow-up survey will be sent to only those respondents who indicate in the current survey that they had a project which exceeded $10 million in construction costs. The follow-up survey will ask a series of questions that will attempt to obtain more specific information on each project and will help to define potential directions for future surveys. In addition, this follow-up survey will not be submitted as an emergency but will go through both public comment periods (60 and 30 days). Also, in the next submission of this approval request, NSF will combine these two surveys and implement an appropriate skip pattern in the instructions.

Abstract:
The two surveys will update data from previous biennial surveys in 1988, 1990, 1992, 1994, and 1996 and will document trends in facilities amount, condition, adequacy, costs, and needs. Findings will be used to inform institutions, State and Federal facilities, programs, and policy.
