The FCC has proposed a regional planning process for developing requirements for use of new spectrum to be made available to public safety organizations throughout the country. The FCC is proposing a process similar to one used in 1998. Although the projected burden associated with such an approach is large, the need for wide participation in such a planning process is important. The FCC should take steps to ensure the broadest possible participation in this planning process -- including active participation by Federal, State and local law enforcement and public safety officials. The FCC shall ensure that correction worksheets are submitted to update the burden expected to be incurred by the final planning process.
