Terms of Clearance: Approved as amended by ED's memo to OMB of 3/3/98. In addition ED agrees to the following terms: 1) ED will include only 1 burden disclosure paragraph that estimates the time it will take respondents to complete the entire application, including any GEPA or GPRA requirements; 2) ED will revise the instructions for receiving materials over the internet by clarifying which parts of the application are available via the internet and which are not; 3) ED will remove any and all questions that seek information on Congressional Districts (Note: ED has not made a showing of how this information is relevant to the successful implementation of the Upward Bound program and information on Congressional districts can be obtained by the Department through alternate means (e.g., internet based programs which link zip codes to Congressional Districts); 4) ED, in the next submission of this paperwork, will make any internal program adjustments necessary so that the D-U-N-S number can serve all the functions of the OPE ID number. Thus, in subsequent submission of this paperwork, ED will seek consolidate the form so that it requests only the D-U-N-S and not both the D-U-N-S and the OPE ID; 5) ED will, in the next submission of this paperwork, investigate ways to provide respondents with the option of transmitting the application materials to ED via the internet.

Abstract: The application form is needed to conduct a national competition for program year 98-99 for the Upward Bound and Upward Bound Math and Science Centers. These programs provide Federal financial assistance in the form of grants to institutions of higher education, public and private agencies and organizations, combinations of institutions and agencies, and in exceptional cases, secondary schools to establish and operate projects designed to generate skills and motivation necessary for success in education beyond secondary school.
