Terms of Clearance:
Approved as amended by OSHA' 5/15/98 memorandum to OMB. OSHA's request for a burden adjustment for label affixing is granted because the fact that the requirement is not specified in the regulation implies that affixing labels is usual and customary. In addition, clearance for 18 months will allow OSHA to reconsider the question of training burden for the Hazard Communication standard in light of the public comment received on this issue.

Abstract:
The standard requires all employers to establish hazard communication progams to transmit information on the hazards of chemicals to their employees by means of container labels, material safety data sheets, and training programs. This action will reduce the incidence of chemical related illness and injury in the workplace.
