This information collection is approved. OMB notes and commends recent changes in the reporting requirements for stste primacy agencies that reduced required reporting frequencies while still allowing for appropriate program oversight by EPA. OMB understands that EPA is currently exploring ways of also streamlining the reporting and record keeping requirements for well operators. An EPA work group is currently reviewing the forms in the 7520 series with the goal of redesigning them to reduce burden. Following the completion of this initial step, the work group will expand its focus to consider other program revisions that may reduce reporting and record keeping burden, including some of those suggested by state regulators and members of the regulated community that are discussed in comments filed regarding this ICR. OMB supports these burden reduction efforts. When this ICR is resubmitted for renewal in three years EPA should include a progress report on the status of its burden reduction initiative at that time. OMB would also appreciate being kept informed of the on-going progress of this effort in the meantime. OMB also notes, in response to the concern of one commenter, that any changes in reporting and recordkeeping requirements related to the upcoming revisions to the Class V program must be reviewed and approved by OMB under the Paperwork Reduction Act prior to their becoming effective. OMB further notes that the changes associated with the proposed Class V rule were submitted to OMB for review at the time the proposal was published, in accordance with standard PRA review procedures.
