The FCC should examine alternative means to ensure that the 10 second answering requirement is met rather than require TRS operators to calculate response times in Section 64.604(b)(2) including statistical sampling or periodic performance monitoring. The FCC must demonstrate that calculating this number daily has some practical utility to justify the burden it imposes on TRS entities. Upon completion of the rulemaking process for this item, the FCC shall resubmit this collecition as a revision, for OMB review and approval. Therefore, OMB approves this collection for one year.

Abstract:
The NPRM proposes, among other things, that certified State programs shall be required to notify the Commission of substantive changes to their State TRS program within 60 days of the change and to file documentation demonstrating that the State TRS program remains in compliance with the Commission's mandatory minimum standards. The NPRM also proposes to amend the certification rules to require a State TRS program to demonstrate that its program makes available to TRS users informational materials on complaint procedures. Information is needed to ensure compliance with agency policy.
