Approved consistent with ED's memo to OMB of 9/4/98. In addition, ED agrees to the following terms: 1) In developing the new NCES biennial collection on school crime and saftey issues, ED will consider including questions that deal with the issue of discipline and special education (e.g., the length of typical suspensions, the frequency of suspensions, how long students with disabilities may go without services due to suspensions). NCES should consult with OSERS on the possible development of such questions. In ED's submission to OMB of the biennial collection on school crime and safety, ED will address this issue and discuss the decision to include or not include questions that capture this information. 2) Consistent with the 9/4 memo, this information collection continues the study of the National Study of Charter Schools. Thus, in order to reduce burden and minimize duplicative reporting, following the final data collection of the National Study of Charter Schools in 1998-1999, the SASS will be the only ED surevy to collect this type of information on Charter Schools. If ED seeks to reinstate the National Study of Charter Schools following 1998-1999, they must coordinate with SASS so that there is no overlap in any questions. 3) NCES will continue to investigate the issue of lowering costs and burden hours associated with field and pilot tests by minimizing the sample size necessary. OMB notes that since the purpose of field and pilot tests is to test the operation of the survey rather than make inferences about a population from a sample, then ED must survey only the minimum number of respondents necessary for a proper understanding of operational issues.
