Terms of Clearance:
Approved, for three years, except for Form CG-719B. The Coast Guard requested an extension of CG719-B for six months, during which time it will respond to the 7/17/1997 terms of clearance. This involves the issue of whether the questions in Part VI of the form should be further clarified. While some information has been provided as a result of surveys of respondants, we understand that Coast Guard is obtaining additional information from the examination centers.

Abstract:
The collection is necessary to determine qualifications of of issuing licenses. OPA-90 mandates that individuals must give their consent for Coast Guard to review NDR reports for issuance/renewal. Criminal offenses may revoke credentials. OPA-90 mandate reduces terms of validity to 5 years.
