Terms of Clearance: Approved consistent with changes in DOL memos of 1-11-99, 1-28-99 and 2-2-99. In addition, 14483 hours have been added to the burden to reflect an adjustment to the training and contrctor notification provisions. The following conditions also apply: 1. The burden hours for creating machine specific procedures are not included. This is based upon the DOL contention that firms will not be cited if they have generic site procedures rather than machine specific procedures. 2. The DOL estimate of employees covered by the standard is also accepted but OSHA shall examine the question of whether employers with lockout/tagout procedures had to take any actions required by the standard upon promulgation of the standard in its lookback review of this regulation. DOL will report on this in its next submission of this ICR.
