This ICR is approved for eighteen months pursuant to 5 CFR 1320. OMB understands that EPA is still in the process of performing, through the Office of Solid Waste's "W.I.N." program, an assessment of the information needs of RCRA programs. OMB further understands that, based on the WIN assessment, EPA expects to be able to reassess the need for information collected as part of the RCRA Biennial Report and respond to the previous terms of clearance for this collection by mid-2000. Thus, when EPA next submits this collection to OMB for review, EPA shall address the following issues: -Changes made to the Biennial Report in response to the findings of the WIN assessment; -Steps EPA has taken to reduce burden through harmonizing the waste identification codes used in this Biennial Report and other RCRA ICRs such as RCRA permits; -Steps EPA has taken to simplify and reduce burden associated with facility identification reporting required in the Biennial Report, in concert with EPA's efforts to streamline facility identification overall; -The appropriateness of collecting optional data elements, including the implications of this practice on aggregate data quality; -The need for collecting data on waste (including wastewater) managed in exempt units; In addition, in its reporting of the data gathered as part of the 1999 Biennial Report, EPA shall ensure that analyses or summary tables relying in part on optional data elements are accompanied by a statement explaining the limitations of drawing conclusions based on such data, and, where appropriate, the degree of error introduced by this approach.

Abstract:
EPA collects and maintains information about the generation, management, and final disposition of the Nation's hazardous waste regulated under the Resource Conservation and Recovery Act (RCRA). EPA obtains this information in large degree through the 1999 Hazardous Waste Report, commonly called the Biennial Report. Every 2 years, the Hazardous Waste Report is sent to hazardous waste generators and facilities that treat, store, or dispose hazardous waste activities. Data provided is entered into a data base by the States and/or EPA regions.
