FAA is not meeting the spirit of OMB Circular A-130 which has the basic assumption that modern information technology can help the government provide better service to the public through improved management of government programs. Agencies with major electron ic information collection programs have found that automated info rmation collection allow them to meet program objectives more eff iciently and effectively. Electronic methods of collection reduc e paperwork burden, reduce errors, facilitate validation, and pro vide increased convenience and more timely receipt of benefits. FAA should insitute serious efforts to begin collection of regist ration forms electronically where practicable.
