This proposed revision to the ICR is not approved. EPA has not adequately demonstrated that the proposed additional information to be collected will have practical utility, as required by 5 CFR 1320.9(a). The cumulative contribution of lead to the environment by sources at the lower end of the proposed reporting range (10 lbs manufactured, processed, or otherwise used) appears to be small, and past studies have not identified such sources as a significant source of environmental lead or a significant public health concern. When this ICR is resubmitted for approval with the final rule, the Agency should document the practical utility of reporting on lead releases at whatever reporting threshold is ultimately promulgated.

Abstract:
This is a proposed addendum to the currently approved ICR covering the information collection requirements for toxic chemicals release reporting under section 313 of EPCRA and the information collection in section 6607 of the Pollution Prevention Act. This addendum provides the estimated burden related to the proposed rule lowering the reporting threshold for lead and lead compounds. In lowering the reporting threshold that triggers reporting, the proposed rule will increase the number of reports submitted to EPA.
