Terms of Clearance:
Approved consistent with the changes and clarifications described in DOL memos of 12-28-99, 12-22-99, and 12-16-99. In addition, BLS shall observe the following terms of clearance. 1. Approval of the use of "in-kind" inducements is contingent upon BLS documenting the use of such incentives as the NLSY is conducted (i.e. When are they used, after the 4th call or on all calls? Are they used more for specific categories of respondents? ) BLS shall submit to OMB upon the next submission of this collection, a justification for the further use of such incen- tives based on this documentation. Note: OMB approval of incen- tives in all surveys is required and incentives shall not exceed $25 without OMB approval. 2. OMB approves the additional confidentiality statement for children over 10 years old. BLS shall conduct a cog lab experi- ment over the next year to assess how understandable the the statement is to children between 10 and 16 years of age. 3. BLS shall consult with the HHS Data Council before adding questions on health conditions. BLS shall also share the questions on drug use with the Data Council before using them. 4. BLS shall undertake (or contract) a study on the ease of reidentification of respondents from public use files prior to the next submission of the NLSY.
