Abstract:
The Patent and Trademark Office (PTO) is drafting new rules in support of the Inventors' Rights Act of 1999, Public Law Number 106-113, section 4001 (which will be codified at 35 USC 297). These rules will be found in the new Part 4 of Title 37, Code of Federal Regulations (37 CFR Part 4). The Inventors' Rights Act of 1999 requires the PTO to publish complaints filed by independent inventors against invention promoters/promotion firms and publish any replies to such complaints.
