Approved consistent with those changes made to the final regulation and submitted by ED to OMB on 5/17/00 and 5/24/00. OMB notes that ED erronously requested 1 burden hour, but since this OMB # will now cover both the RSA-911 form as well as these final reg provisions, the more appropriate burden estimate is 4,240 hours.

Abstract:
As required by Section 106 of the Rehabilitation Act, as amended, these final regulations put forward a mechanism to determine acceptable performance by State vocational rehabilitation (VR) agencies. Already each State VC agency annually submits a report (the 911 Form) consisting of data from client case records. This data includes personal characteristics, descriptions of services received, and economic outcomes for clients whose cases have been closed.
