Terms of Clearance:
The FAR agrees to undertake a rulemaking to reflect the requirements of the Helium Privatization Act of 1996 (74 Stat. 918). The FAR should_work with the Bureau of Land Management to determine whether a FAR paperwork is still necessary -- considering the DOI/BLM paperwork 1004-0179. Paperwork 9000-0113 is approved for upto 1 year to permit the FAR time necessary to revise its rules. Burden costs for this paperwork were improperly calculated by monetizing the burden hours already reflected and have therefore been revised to correct this "double" counting.

Abstract:
The Federal Acquisition Regulation requires that the successful offeror responding to a contract solicitation provide information as to its forecast of helium required for the performance of the contract. Promptly upon award of any subcontract or order that involves a major helium requirement, the contractor shall provide to the Bureau of Mines, and to the contracting officer, written notification that includes the prime contract number, address and telephone number of the subcontractor, including a point of contact; and a copy of the subcontractor's helium requirement forecast.
