Terms of Clearance:
Part of this information collection request is approved on the following conditions. This action creates a generic clearance for survey improvement projects which only include (1) pretests/ pilot surveys, (2) methodological/cognitive testing, & (3) focus groups. NSF must submit to OMB a copy of the questionnaire and/ or all other materials detailing the testing activity prior to implementation. The submission must include (1) An 83-C burden change sheet so that the burden total may be adjusted, (2) a cover memo explaining fully why the task is appropriate to include in this generic package, and (3) A description of the purpose and methodology. For approval of tasks involving focus groups, the list of questions to be asked must also be provided. As with previously approved generic packages, the individual task is to be sent directly to the desk officer, rather than the docket library, and OMB will attempt an expeditious review of the collection. If approved, individual task approvals will expire at the latest, upon expiration of this generic package. NSF's request for a generic clearance for Quick Response and One-time Studies is not approved at this time. This generic clearance also does not include approval for customer satisfaction surveys or case studies.

Abstract:
National Science Foundation's Division of Science Studies needs to collect timely data on constant changes in the science and technology (S&T) sector and to provide the information to policy makers in Congress and throughout the Government. SRS will sponsor quick response surveys and workshops on S&T subjects, perform cognitive testing to improve survey methodology and questionnaires, and pretest questions for future large-scale surveys. The respondents will be from industry, academia, other nonprofit organizations, Federal agencies, and the public.
