Abstract:
Under 49 USC Sec. 5309, FTA is required to publish regulations on how proposed major fixed guideway transit investments ("new starts") will be evaluated against criteria established by statute. These regulations were issued on December 7, 2000 (65 FR 76864). This Rule codifies existing practice; however, it adds a new data collection and reporting element to meet GPRA requirements; this new requirement necessitates a new PWRA certification.
