OMB understands that an NPRM to extend the current Temporary rule will be issued shortly. We would like to review agency responses to public comment before extending the collection with the Temporary rule changes for 3 years. Accordingly, the current collection with Temporary Rule changes is extended through 9/30/02 during which time USCG would share with us draft responses to public comment on any ICR issues and subsequently make a submission to request a renewed expiration date of 3/30/05. We would also be interested in reviewing the issue raised by Counsel's office on requiring that arrival data be transmitted exclusively by Internet. Note: The adjustments required as a result of an earlier action have already reflected the 17,749 B. H. adjustment which was shown in Box 13 of the submission.

Abstract:
The Ports and Waterways Safety Act authorizes the Coast Guard to require pre-arrival messages from any vessel entering a port or place in the United States. This information is required to control vessel traffic, develop contingency plans and enforce regulations. Vessel owners and operators may apply for a waiver of these rules.
