Terms of Clearance:
The Agency and OMB have agreed on a wage rate of $15.74 in item 14 of the Supporting Statement dealing with the Federal Cost Burden. Though the derivation of this number was somewhat arbitrary on the part of the Agency, it is reasonable and has been agreed upon as the appropriate wage rate. This collection request is cleared subject to those premises.

Abstract:
These regulations contain procedures for QIOs (formally known as PROs) to use in reconsideration of initial determinations. The information requirements contained in these regulations are on QIOs to provide information to parties requesting a reconsideration. These parties will use the information as guidelines for appeal rights in instances where issues are still in dispute.

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
