The Harbor Maintenance Fee established by the Water Resources Development Act of 1986 (Act) (26 U.S.C. 4461, et seq.) Is collected by Customs and used to contribute to the operation and maintenance by the Army Corps of Engineers of certain U.S. channels and harbors.
