Terms of Clearance:
FERC is requested to resubmit for approval when the final rule is promulgated. FERC should include a summary of the relevant comments and the Commission's response. The FERC should also contact persons outside of the agency to determine whether the burden estimated is appropriate, or provide an explanation as to why it was not feasible to validate its estimates at this time. FERC should note that the current OMB approved burden is 1,000. The 83i accompanying the final rule package approval should reflect this current burden. FERC is requested to provide a more detailed explanation in the supporting statement regarding the additional requirenments applicable to Form 1-F specifically. The current supporting statement does not explain this very clearly. Finally, the FERC should consider combining the approval package for 1 and 1-F into a single package, especially given that 1-F is a small collection with similar reporting provisions to Form 1.

Abstract:
Under RM03-8-000 (NOPR) the Commission is proposing to revise its regulations to establish quarterly financial reporting requirements for jurisdictional public utilities, natural gas and oil pipeline companies. Quarterly reporting of financial information will provide the FERC with an important tool to help identify emerging trends and issues affecting jurisdictional entities within the energy industry.
