Abstract:
The respondents are owners or operators of shipbuilding and ship repair facilities. Operations covered include: primer and top coat application in manufacturing processes and in ship repair processes. The Administrator has determined that HAP and VOC emissions from Shipbuilding and Ship Repair Facilities cause or contribute to air pollution that may reasonably be anticipated to endanger public health or welfare.
