FS must consult with persons outside the agency, including the respondents who fill out the form, and verify that the burden estimates are correct. 15 minutes for inspection seems very low. Also, the Agency should update its electronic submission estimates if the forms are to be submitted electronically.

Abstract:
Pilot qualifications are prepared by contracted pilots and verified for contract compliance. Aircraft Data Records are prepared by government contracting officials to certify that pilots and aircraft meet contract specification for qualifications, conditions, and required equipment. Data is used for making operational decisions on cost effectiveness and as a basis for upward reporting on contract use.
