This collection is approved consistent with the responses from NCES on January 20, 2004 and accepting the proposal for a special nonresponse subgroup detailed in the February 1, 2004 memo from NCES. NCES and its contractor are commended for the incenti ves experiment in the field test. NCES will report to OMB on response rates achieved by phase of data collection and the number of students who are offered the higher incentive ($20).

The 2004 National Postsecondary Student Aid Study is being conducted to meet the continuing need for national-level data about significant financial aid issues for students enrolling in postsecondary education.
