OMB notes that of 8000 companies surveyed with this information collection during the past 3 years only 45% responded. This would seem to raise significant questions about the reliability of this technique to validate audit results. SBA is instructed to investigate how this missing 55% affects the reliability of its audits and alternatives to surveying third parties. SBA should focus on whether these surveys have practical utility with so much missing information or whether they are duplicative of efforts that must be undertaken to complete their audit activities.

Abstract:
Form 857 is used by SBA examiners to obtain information about financing provided by small business investment companies (SBICs). This information, which is collected directly from the financed small business, provides independent confirmation of information reported to SBA by SBICs, as well as additional information not reported by SBICs.
