Terms of Clearance: The agency is reminded that emergency procedures should only be requested for situations that meet the conditions described in 5 CFR 1320.13. Increased reliance on emergency ICRs to implement new programs reflects a weakness in the management of information resources that will need to be addressed in future emergency submissions. The justification for this ICR to called an emergency is lacking in that it does not demonstrate that the agency could not reasonably comply with the planning and process required by the PRA.
