Terms of Clearance:
In the future, ETA is reminded to seek approval for revisions to all applicable information collections, including associated guidance and instructions, prior to distribution and use. ETA is also reminded the public protection clause of the PRA prevents any penalties on entities not completing information collections revised without approval under the PRA. ETA will complete full public comment processes prior to the next approval in six months and will report back on the terms of clearance related to grants streamlining and e-grants detailed in the last full clearance of this collection.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
