To improve the utility of the NA Breeding Bird Survey, the Agency shall establish and implement a first time observer training to minimize the bias associated with data gathered by such observers. The agency shall include a description of its training program in its next request for OMB approval.

The North American Breeding Bird Survey (BBS) assists in fulfill- ing the Secretary of Interior's responsibilities under the Fish and Wildlife Conservation Act by collecting avian population data for numerous migratory nongame birds in the United States.
