This collection is approved for the field test only. NCES will report back to OMB with the results from the field test and describe any changes in methods and instruments based on the field test. NCES will submit this information with a notice in the Federal Register allowing 30 days for public comment (OMB waives the 60 day notice). The student incentives are approved for the field test only. In the resubmission, NCES will provide an updated summary of incentives used across NCES collections to inform its justification for incentives in the full scale study and will not consider the field test student incentives as a precedent for the full scale study.

Abstract:
Starting in the Fall and spring of the 1998-99 school year with a cohort of kindergartners, this cohort was contacted again in the fall and in the spring of their first grade year and in their grade and fith grade years. This clearance is to conduct a field test and a full test and a full scale data collection for the eighth grade assessment and background questionnaires.
