The overall estimated burden increased. Factors involved in the net increase: -There was a decrease in estimated response for FS-2400-42a based on experience/reports from field. -The increase in estimated response for FS-2400-14 (all associated forms) is based on experience/reports from field. -Newer versions of forms were introduced, FS-1400BV/FS-1400BVU. These are new versions of the Best Value bid form and will be used for soliciting and receiving bids on contracts advertised for 30 days or longer and on contracts greater than $10,000 in advertised value. There was an increase in the number of responses, as well as recalculations of the amount of time respondents are spending reviewing timber sales before preparing their bids. Respondents appear to be spending more time physically inspecting the timber sales on the ground as part of pre-work associated with preparing a bid. The burden associated with completing and submitting the actual bid forms has changed very little since the previous approval.
