The agency is directed to fix the following problems before re-submitting: ROCIS 1) Monetized burden hours should not be counted in the "cost of the collection" This means that under the IC Burden Worksheet the "cost per response" should only include startup or capital costs. Supporting Statement 2) In response to question 10, DHS states that OMB circular A-130, among other authorities, directs the Coast Guard to provide an assurance of confidentiality for this information. This is false and must be removed. In fact none of the authorities cited provide an explicit exemption to FOIA or any other mandatory release of this information. Explicit authority to pledge confidentiality for this collection is necessary to make such a pledge to a respondent. 3) In response to Q16, DHS states "An average response rate of 50 percent is expected." This implies that the survey will be disseminated to respondents using some type of sampling methodology. Is the USCG going to use statistical methods to disseminate, collect, or analyze this information? If so, a part B will need to be submitted as well. 4) In response to Q17, DHS states, "N/A." However, the form does not have an expiration date on it. If the USCG is requesting permission not to display an expiration date the "certification" must be changed in ROCIS, and the supporting statement must be modified. 5) In response to Q18, DHS states that a generic clearance is being requested for this form.
