Short Statement: The program changes in this ICR are associated with the U.S. implementation of the new risk-based regulatory capital framework known as Basel II. Basel II recognizes developments in financial products, incorporates advances in risk measurements and management, ans assesses capital requirements that are generally more sensitive to risk.
