The increase of one reporting burden hour and the increase in the cost burden of $1,000 are due to adjustments. The change in burden hours is due to an adjustment in how the Commission calculates reporting burdens. The increase in cost burden reflects a change in the hurly cost from $300 per hour to $400 per hour and an adjustment in how the Commission calculates cost burdens.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
