Abstract:
Each railroad is required to maintain one copy of its operating rules, timetables, and timetable special instructions at each division and system headquarters. Through these rules, FRA learns the condition of operating rules and practices with respect to trains and instructions provided by the railroads to their employees in operating practices.

The increase in burden is due both to program changes and adjusments. Program changes, specifically the new requirements in sections 218.95, 218.97, 218.99, 218.101, and 218.103, accounted for a burden increase of 3,044,921 hours. Adjustments, due to revised estimates, accounted for a burden increase of 1,039,975 hours. Thus, the burden increased by a grand total of 4,084,896 hours.
