Terms of Clearance:
OMB approves 3060-0855 for six months. During this approval period, FCC should continue to develop improved instructions/guidance documents intended to assist respondents who choose a traffic study as the method for providing Universal Service Fund contribution information to FCC. No less than 30 days prior to the next submission of 3060-0855 for OMB review, FCC should provide the improved traffic study instructions/guidance to OMB for review. FCC should work with OMB to ensure these instructions/guidance documents meet the agencies mutual goal of reducing burden through minimizing the potential for a respondent to submit an incomplete or inadequate traffic study. FCCs next submission of 3060-0855 to OMB should contain the traffic study instructions/guidance documents reviewed and agreed upon by OMB. Additionally, FCC should provide the 60-day and the 30-day Federal Register notices for the next submission of 3060-0855 to OMB prior to their submission for publication. FCC should work with OMB to ensure the notices are specific enough to meet the Paperwork Reduction Act requirements for public notice and comment. If FCC does not meet all terms of clearance or OMB review of this collection continues beyond the expiration date (September 30, 2007), FCC should adhere to the prior terms of clearance (Notice of Action dated: July 27, 2006) to collect information under this OMB control number.

Abstract:
The Federal Communications Commission requires all telecommunications providers and certain other providers of telecommunications, such as providers of interconnected voice over internet protocol (VoIP) services to contributed to universal service. Wireless and interconnected VoIP providers are required to contribute based either on their actual interstate end-user gross-billed telecommunications revenues, interim safe harbors, or traffic studies. The wireless safe harbor is 37.1 percent is 64.9 percent. Interconnected VoIP providers must get prior approval of a traffic study from the Commission.
