Abstract:
The placement form is submitted by the local agency upon initial placement of the child and whenever there is a change in the child's status, including termination from the program. The progress report is required annually to indicate the child's progress twoards goals in the child's case plan.

Short Statement:
PLACEMENT REPORT (ORR-3)_There are currently about 622 eligible refugee children in 15 States. ORR estimates that States will complete approximately 225 placement reports each year to cover initial placements, change in placements, and terminations. Program experience suggests an average completion time of 25 minutes for each child for the Placement Report. The total reporting burden is thus 94 hours. We estimate the total cost to the public to be $2,165 (225 reports at 25 minutes each = 94 hours for review; at $23.00 per hour). PROGRESS REPORT (ORR-4) With 622 refugee unaccompanied minors in the program, we expect about 622 progress reports to be completed each year. Program experience sugegests an average completion time of 15 hours minutes for each minor. The total reporting burden is estimated at 225 hours. We estimate the total cost to the public to be $5,175 (622 reports at 15 minutes each = 225 hours for review; at $23.00 per hour). See supporting statement. The total for both forms is 319 hours. The increase in total burden hours (319) is reflected by the three additional URM Programs (Florida, Texas, California).
