Terms of Clearance: 1. Approved for 18 months, only. We welcome DOT/FHWA's short-term response to the comment of the California Department of Transportation (Caltrans). Still, to give DOT/FHWA time for a longer-term response, the expiration date is 18 months hence. Of special interest is the response to the comment that this information collection is "unnecessary" and to the suggestion that, following the statute, the collection be limited to a representative sample, rather than all agencies that participate in the new program. 2. The added burden is caused not by rulemaking but by miscellaneous actions of agency discretion. We have corrected. Ensure in the future that the table on the cause of the burden change agrees with the supporting statement.

Short Statement: New Legislation, specifically, Section 1808 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users calls for an Evaluation and Assessment of CMAQ projects. The statute calls for the identification and analysis of a representative sample of CMAQ projects and the establishment and maintenance of an automated database that describes the impacts of the program both on traffic congestion levels and regional air quality.
