Abstract:
Titles III and V of the HEA, provide discretionary and formula grant programs that make competitive awards to eligible institutions of Higher Education and organizations (Title III, Part E) to assist these institutions expand their capacity to serve minority and low-income students. Grantees annually submit a yearly performance report to demonstrate that substantial progress is being made towards meeting the objectives of their project. Short Statement:
The overall burden hours increase to 15,334. This is from our past 12,700 and is due to this programmatic reporting change and adjustment to past year estimates. 150 hours of burden are atrributable to TCCU and HBCU grantees completing the new programmatic requirement and 2,484 new burden hours are attributable to an increase in the number of grantees completing the report.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
